When a request is made and provisioned, the activity report produces an error to the requester that is not clear. It is indicating that access was not granted, this only happens if in the time frame specified in the duration, the user doesn't actual go perform any task. Granted this is a rare instance but it can happen that some one will request something. Get interrupted, did not get to the diagnostic, there time is up and then they see this e-mail indicating there was an issue with it in the first place. IE below
Emergency Access Request cannot proceed. Post deprovisioning utilization extract is empty. Please make sure the agent is configured correctly.
